关于 means “about” or “regarding.”

关于 + Topic

我想问一个关于学习的问题。

Wǒ xiǎng wèn yí ge guānyú xuéxí de wèntí.

I want to ask a question about studying.

这本书是关于中国历史的。

Zhè běn shū shì guānyú Zhōngguó lìshǐ de.

This book is about Chinese history.

老师讲了很多关于旅行的事情。

Lǎoshī jiǎng le hěn duō guānyú lǚxíng de shìqing.

The teacher talked a lot about traveling.

Usage Note 关于 introduces a topic. It can modify a noun with 的 or introduce a sentence topic; it is not simply a more formal substitute for 说.
